Are you eligible for PRPIL?

In order to be eligible for PRPIL, you must meet all of the following requirements:

  1. In order to enroll in PRPIL, teachers must have an active Provisional license in the area they are seeking to advance. In 2019, DESE changed regulations surrounding the length of time a Provisional license is active. Please be sure to review these changes, and ensure your Provisional license is active. PRPIL in unable to enroll teachers with an expired Provisional license.
  2. Provide a copy of your Provisional teaching license from your ELAR account.
    *We are unable to accept screenshots or pictures as proof of Provisional licensure. Please upload a PDF copy of your Provisional from your ELAR account.

  3. Completed three years of teaching. 

  4. Currently teaching in the subject and grade level of the Provisional license being advanced.
  5. Select a mentor from your school or district who holds an Initial or Professional license in Massachusetts in the same, or closely-related, license area you are seeking. Please see our mentor responsibilities page for more information. Mentors cannot be the candidate’s evaluator or a building administrator. The mentor must also be a current teacher.
  6. Complete a Principal Agreement Form.
  7. Core teachers must hold an SEI Endorsement (Early Childhood, Elementary, Teachers of Students with Moderate and Severe Disabilities, English, Reading, Language Arts, Mathematics, Science, Civics and Government, Economics, History, and Geography).

  8. Present evidence of completing a Mentor/Induction Program. Evidence must be obtained from the district in which candidates worked in their first year of teaching. PRPIL staff do not have further guidance toward obtaining this evidence.
  9. Present the two (2) most recent Educator Evaluations. We are unable to accept educator observation forms in lieu of educator evaluations.
  10. Present evidence of meeting the three indicators in the “Introduce” classification in Massachusetts Professional Standards for Teaching:

          IV.B.1 - Shared Responsibility

          IV.B.3 - Decision-Making

    *Please see DESE's updated Professional Standards of Teachers for more information about these standards. Please only add one (1) piece of evidence for each indicator.
    *Document types may include Professional Development certificates, undergraduate/graduate transcripts, or evidence of meeting standards through artifacts/documents used in your practice as a teacher such as lessons plans, parents/guardian communications, etc.

  11. Note - the Department of Elementary & Secondary Education (DESE) requires validation of field experience hours for certain areas of Initial licensure. Through educator preparation programs in colleges and universities, this is satisfied during candidates’ pre-practicum experience. PRPIL does not offer a pre-practicum, so candidates of certain licensure areas must bring valid field experience hours with them in order to enroll in PRPIL. If you are pursuing Initial licensure in Early Childhood, Teacher (All), Teacher of Students with Moderate Disabilities, or Teacher of Students with Severe Disabilities, you are required to provide validation of field experience hours across certain settings. Copy/pasting your resume experience into this part of the application does not demonstrate completion of the field experience hour requirement. Candidates should be sure to include the setting (place of work), the work completed (their job title), year(s) worked during which the hours were met, and specify the minimum number of hours met according to the field hour requirement for the license being sought. Please see the "Requirements for Field-Based Experience for the Initial License" (part 4 of regulation 603 MCR 7.04) in DESE's Educator Licensure and Preparation Program Approval Regulations for more information about this requirement, including specific hour and setting requirements for the license area being advanced.

Programme Overview

Classroom observations

  • Five classroom observations are conducted: three announced observations by the Instructional Consultant and two unannounced observations by the Mentor. 
  • Instructional coaching will be provided between each observation, according to DESE’s Candidate Assessment of Performance (CAP). 
  • At the beginning of the PRPIL Program, the Candidate, their Mentor, and their Instructional Consultant will establish a timeline to complete the observations

Your ePortfolio

  • Candidates will be required to complete a portfolio through the web-hosted portal
  • Candidates will collect various pieces of evidence (“artifacts”) from their ongoing practice as a classroom teacher and supplement these artifacts with narrative reflections. 
  • Instructional Consultants will support the Candidate through the ePortfolio process.

Program cost and payment options

Program cost

  • Application Fee: $75.00 due with submission of the PRPIL application.
  • Program Fee: $2,400.00
  • All program costs are non-refundable.

Payment Options:

  • The following program fee payment options are available to all teachers.
  • Payment Option 1: Full amount is due within 30 days of receipt of invoice. Invoices are issued after acceptance.
  • Payment Option 2: Six monthly payments of $400.00
  • A $25.00 late fee will be added for every 30 days past due.
  • Please note: Full payment must be received prior to Etio providing endorsement to the DESE.

Important information about applying

  • To complete the program in the same school year, teachers must submit their application with at least 20 weeks remaining in the school year. 
  • The onboarding process to begin PRPIL is quick; teachers will begin PRPIL within 10 business days of submitting an application. Teachers should not submit an application until they are ready to begin the program. 
  • PRPIL has a rolling enrollment process – you do not need to look out for application deadlines nor cohorts.
